The Action Plan for the improvement and modernisation of the mechanisms of transparency and accountability of police forces in Spain is a document addressed to the central government and the Congress of Deputies, as well as to regional governments with their own police forces and their respective parliaments. Ultimately, it serves as a public policy roadmap to ensure the diligent and effective investigation of cases involving serious human rights violations by law enforcement officers.
The proposal outlines 36 concrete recommendations, divided into three sections, and is the result of the work of 18 experts with extensive experience in the field, coming from different regions and areas of expertise (academia, criminology, policing, forensics, law, human rights, etc.), united in an interdisciplinary working group that held several meetings.
The first section highlights the need to create an external and independent body for monitoring and analysis of law enforcement officials’ actions. The creation of such a body responds to calls from international organisations directed at the Spanish state, urging it to raise international standards in this area. These organisations include the United Nations Committee Against Torture, the Human Rights Committee, and the Human Rights Commissioner of the Council of Europe, which have all urged Spain to establish such a body.
The second section of recommendations focuses on the analysis of internal investigation and accountability mechanisms within the police forces. The third section includes proposals related to judicial investigations and support for affected individuals.
