The Service of Attention and Denunciation in situation of Institutional Violence (SAIDAVI) offers legal and psychosocial assistance to people who suffer situations of mistreatment within the framework of the Catalan penal system. SAIDAVI also carries out ex officio actions to investigate possible violations of rights and exercises popular accusation in cases in which the entity considers appropriate.

It is open from 10am to 5pm (Tuesday and Thursday) and from 10am to 2pm (Monday, Wednesday and Friday).

 


Legal team

The legal team is composed of criminal lawyers specializing in the defence of human rights. Our duties are advice, legal accompaniment and representation in legal proceedings decided by the entity.


Psychosocial team

The psychosocial team is made up of psychologists specialised in psychosocial accompaniment in situations of psychosocial trauma and political violence. The psychosocial accompaniment aims to address the reactive symptomatology of the lived experience, the recovery of coping strategies and accompaniment throughout the judicial process, thus ensuring the avoidance of re-victimisation and the empowerment of those affected. Individual, family and group attention is provided, generating a comprehensive approach to the lived experience.

Goals

The objective of the service is to offer a quality comprehensive attention and reporting service to people who suffer institutional violence by law enforcement agents and to work to end impunity in these cases of rights violations.

  • Generate material on the initial reporting procedure in cases of institutional violence and on the rights of the person who suffers from it.
  • Implement work strategies with groups that are currently not accessing the service.
  • Reinforce advocacy with the CICAC, the ICAB and the Department of Justice for the implementation of a shift of office specialized in institutional violence.
  • Emphasize the need to continue advancing mechanisms to guarantee non-discriminatory treatment by security agents.
  • Influence the emergency centers of the public health system in relation to the action protocols in cases of possible institutional violence.
  • Influence the creation of a law regulating the CIE control courts.
  • Influence to improve the mechanisms of access to justice for persons deprived of liberty in the CIE.
  • Influence to improve the mechanisms of access to justice for persons deprived of liberty in the prisons of Catalonia in terms of access to the evidentiary media, such as video surveillance cameras and prison files.
  • Analyze mechanisms of restorative justice to articulate processes of justice, truth and reparation for victims of institutional violence.
  • Impact by modifying the regulation of the functioning of the penitentiary surveillance courts in the processing of complaints presented by situations of ill-treatment or torture in the penitentiary centers of Catalonia.
  • Influence the creation of a service office for those affected
  • Establish contact with the set of public mental health services and consolidate a referral channel to them.
  • Visualize the psychosocial impacts of institutional violence on the affected people served by the service.
  • Creation and support of an Irídia network to support people affected by institutional violence.
  • Influence the Institute of Legal Medicine and Forensic Sciences of Catalonia (IMLCFC) so that they create a specific Action Protocol for institutional violence.
  • Guarantee psychosocial support for persons deprived of liberty in the CIE.

Financing

SAIDAVI is financed mainly by donations from people who want to contribute to making the service possible, being approximately 60% of the total. It is also financed from public and private grants, and from contracted services such as reporting.
